Need urgent help with new gpu

I have just purchased a msi 750ti for my hp pro 3300 MT and I just get a hp screen at startup saying press esc for startup, but nothing happens.
My motherboard is Mainboard : Foxconn 2ABF

Yea it will work since the slot is disabled and the monitor is plugged into the MB. If the 750 is faulty you will want to return it for another.

HP and Compaq Desktop PCs - BIOS Beep Codes

This document pertains to HP and Compaq Desktop PCs. It is normal for the computer to make one or two short beeps during the startup process or during a BIOS update. Let the process continue and do not interrupt it.
However, if the computer beeps and Windows does not start properly, a more serious hardware problem exists. The most common problems that cause beeping sounds are:
-Memory and heat-related failures caused by a build-up of dust in critical cooling areas
-A keyboard key is stuck
-A memory DIMM or hard drive cable is not seated properly
-A component on the motherboard has failed
-A basic computer function was unable to start

Make sure the Ti is properly seated and the RAM is seated correctly as well. If problem persist then remove 1 RAM stick at a time or if you only have 1 stick, move it into another slot.

You could also try to update the BIOS but try this ^^^ first.

Okay so I updated the bios and let it do its thing, this time there was two beeps and it went to a black screen with a flashing white line at the top left. It would not leave this screen

Ok, if it still has issues move each stick and reboot and see if that worked. Also just to make sure, anytime your touching the Ti or RAM the computer is off right? If not you can short out and damage parts.

Yeah I unplug everything before i meddle with parts.
I tried updating the bios,disabling uefi and pcie perr generation and reseated the ram.
Still takes me to a black screen with a flashing unerscore :(

No, Palette Snooping is for older VGA PCI cards although TBH I don't know much more then that. From what i've read with a quick Google search :p its a function no longer used/needed.

I think there might be a issue with the Ti, by any chance do you have another computer or have a friend/family member that you could put that Ti into and to see if it works. At this point it seems like a hardware issue.
