The build referred link is here - http://pcpartpicker.com/list/LGHMnn
I would like to know would this build be efficient to play higher end games on decent levels. I would also like optimization for video editing. I plan to completely replace the ram as I already have a stick of 8gigs. I have a harddrive as well, which is why that is removed. If there are suggestions please place below.

Just a rough guess-timate on what I think you could expect with your build

Low Settings - Most (if not all) games > 60FPS
Medium Settings - Most games > 60FPS
High Settings - Some games > 60FPS
Ultra Settings - One or two games (maybe) > 60FPS

Of course, this is all highly subjective as a lot will depend on what else you have running on your system at the time.

Well in that case what should I swap and for what to achieve the 60 fps ultra per most games. That would allow me to record at a higher frame rate as well

I saw that it says you've already purchased a gtx960, however for performance wise on most games and editing this is what I'd recommend.

Now that there's a max how can we optonize the above build to less than thousands. It seems uneedee price is thrown into places such as Mobo and harddrive .

From the build OP listed, you don't want to use DDR3 RAM with Skylake. This swaps out a chunk of components, adds a locked i7 which will help immensely with video editing, and has more RAM. It also leaves in the space for the purchased HDD. I would suggest going with a better GPU though, maybe a GTX970 once prices drop from the new GTX10XX stuff releasing more, or going with a GTX1070/1080

So I edited the parts list to lessen price and incorporate for what I already had. I already had a hard-drive and I will look to upgrade ram in future. For graphics cards I will look into seperately.

Would this build satisfy for 60 fps ultra gaming, recording and video editing. For most games*
