Can't open exe files and can't open regedit from cmd prompt.

I'm unable to run any exe files and I can't open a command prompt in administrator mode. I can launch a command prompt but can't run any regedit from that command prompt as it says "The system administrator has set policies to prevent this installation" which I am logged in as the administrator account. Checking the Local Security Policies under software enforcement finds no policies set.

The computer can't run any exec files. Downloading an exe to run to fix the issue of not being able to run any exe files would seem a non-solution. :-(

HOWEVER, I figured out that I can use msconfig to launch cmd.exe in administrative mode and then from the cmd prompt I can launch exe files. Unfortunately, it didn't fix the issue.

Additional information:

The first issue was on boot the file credui.dll was missing. I downloaded a windows 7 version of this file and managed to get it registered. That resolved that issue but now on bootup I get the following error:

The procedure entry point CredUIPromptForWindowsCredentialsW could not be located in dynamic link library credui.dll

And of course... I still can launch any exe files without the prior mentioned mess.
 


Make a rescue disk from an anti-virus vendor, I usually use the Avira Antivir one, boot off that and run a scan. You may also have a failing hard drive if it's not a virus. Nothing was changed before the issue started? Installed/uninstalled program? Played around with settings in the system?
