PC turns off before booting

Hello people.. I have a problem with a build I have.. every morning I want to turn it on it turns off by itself seconds after pressing the power switch then it turns back up.. it does that for 3 to 4 times.. after it does that it starts to boot correctly.. meaning I can turn the PC off and then turn it back on and It wont shutdown, it will boot correctly.. well sometimes it does shutdown but its not like 3 or 4 times.. just 1 time..I'm wondering if its static, or bad CPU (really hope not) or bad PSU.. really don't know what could me causing this problem.. below are the system components

CPU - 2600K stock speeds
MOBO - GA-Z68AP-D3 Rev 2.0
RAM - Corsair Vengeance DDR3 1600MHz 8GB (2x4GB) Dual Channel
PSU - Rosewill ARC 750 750W
GPU - EVGA GTX 960 02G-P4-2962-KR 2GB SC GAMING
CASE - Deepcool Tesseract Black and Blue
SSD - Kingston Hyper X 3K 240GB
HDD - Western Digital WDC 1TB
CPU CLR - Cooler Master Hyper EVO 212 (added one of the fans below for push/pull air flow)
Fans - 5 Cooler Master 120mm Fans Silent Fan S12
 
Solution
I would reinstall your OS before you go spending money on replacement parts.
Also, check your BIOS and make sure SMART hard drive monitoring is enabled.

If it really is a part failure my first suspect is the power supply.
