GPU random spike - Annoying ingame

Hello!
I will try to keep this short. First my setup.
I7 6700k OC @4.8ghz
Msi 980 ti gaming stock speed (Driver version 368.22)
Asus Rog Maximus viii hero
Samsung 950 pro m.2 ssd - Bootdrive with Windows 10 and all updates. NVME driver also installed.
Samsung 850 evo x2 in raid 0.
Segeate Baracuda 1tb + 2tb
Corsair cx750m psu.
Corsair Vengeance ddr4 @2133mhz

Now to my problem. At random times I have weird stutter and hiccups ingame. They occour frequently, like following a pattern. The stutter/ hiccup happens at the same time as the gpu usage drops down (see picture). Like every 5th second the gpu drops down to like 77% and the game stutters for a split second.Not sure if it matters but the power follows the gpu usage. Temps are fine.

If I restart the pc it becomes perfectly normal. Gpu stays at 98/99% all the time.(See picture)
I have tried to reset cpu OC with no luck. I have scanned pc with multiple malware and adaware and antivirus with no luck aswell. The spike does not affect the cpu. All 8 cores hovering arround 30-40%.

I have never had this problem before. The only thing I have added recently is my m.2 drive as os drive. I don't know what to do anymore... Any ideas how to troubleshoot?

Doesn't matter what game - The Witcher 3, The Division, Car Mechanic, Rise of the Tomb Raider... etc All the same.

UPDATE: I'm not sure but I think the issue has been resolved. Can't know for sure untill further investigation.
I checked the Resource Monitor. Something caused cpu 0 to spike from 0 - 100% every 5th second at idle. But the thing I don't get is that it didn't start untill I had left the PC on for lets say 1 hour. A fresh start/ restart left all cpu's hovering 0-10% idle.
I checked every NT kernel and system drivers and dlls I could find, nothing worked.
BUT... I randomly quitted Corsair Link 4 (had it on startup), and BAM. The spike stopped. Looks like Corsair Link built up something that ate my cpu more and more.
