My PC specs:

AMD Athlon X4 860K
EVGA GeForce GTX 750ti 2gb
1TB Western Digital HDD 7200RPM
MSI A68HM Grenade Motherboard
EVGA 500w PSU
8gb 1600Mhz DDR3 Memory

at the moment, I would suggest you save enough for a completely new build. the components here are very good paired together. when you add something like a new CPU, you would get limited by the GPU. if you get a new GPU, its not really worth it for 200$. you don't want to unbalance this system.

I suggest you wait it out for a 600-700$ build later on and you'll be more happy with the results. theres no point in upgrading this. its also more economically friendly

I was thinking of getting an i5 4590 and new Mobo on sale for $210 combined. How much do you think this would improve my performance in gaming?

since you don't have the money for a GPU upgrade, the difference CPU wise is daytime and night, but I would NOT upgrade simply due to your rest of components cant be upgraded. The 750ti is okay for modern games.

The reason why I wouldn't upgrade: It is not worth it to upgrade to a haswell refresh CPU. Skylake is already out and moving to that isn't bad idea. also it is not very budget friendly to upgrade GPU later and be stuck with a bad gpu with a good cpu. that's why I would save up for a completely new rig for 600-700. If you had that much, it would be better in the long term for you, instead of slowly upgrading every single part. in the new rig you can reuse the case and HDD.

Well, I just got some extra money so instead I bought an i5 6500, another stick of 8gb RAM, an Asus H170 Plus D3 Mobo, and an OCZ 240gb SSD
