CPU fan always at 100%

Temp in idle, about 38-40 °C (pretty hot summer right now)
In load around 60 °C

Intel Core i5 3570k @3.40 ghz (Non-overclocked)

CPU FAN: 100%
CPU FAN RPM: Around 2080 RPM
Standard intel cpu fan.

Why is the CPU-Fan running in 100%, my computer isnt really that loud and im having it right next to me on my desk, but a little quiet during idle / low usages i would like

Well you can search for the term smart fan speed in the motherboard boot menu.and if you found it set it on smart and see if it fixes the problem.
And sometimes it's just so hot even though the cpu fan is on smart mode but run the fan on higher RPM to make the processor cold.

My motherboard userguide says its MSI Z77A-S01 or Z77A-S03 or Z77A-S40.(MODEL NO MS-7752)
Yes the CPU fan goes to the "CPU Fan" slot.

Okay ill try to find it in bios, is it under boot menu?
