Issue when trying to stream on Twitch

Hey guys! I hope I'm in the right place to be asking a question like this. Anyways, here's my current build:

Motherboard Asrock 970 Extreme3
CPU: AMD FX 4300
GPU: AMD R9 390X
Memory: 8GB DDR3L 1600
PSU: Rosewill 850-Watt
Monitor Acer 1600x900

So I'm using OBS Studio and I can't seem to figure out why I'm sttutering so much when I stream. My main issue is streaming Dark Souls 3 I have it set on low and I'm downscaling it down to as low as 1064x600 and I'm still getting stutter every now and again it seems. I'm streaming at a bitrate of 2500, and my upload speed from my ISP is around 5-6 Mbps, but I highly doubt that is anywhere close to my issue, below are some of my settings,

Encoder is x264
Keyframe Interval = 2
Profile is High
Downscale filter is Bicubic
Streaming at 30fps

Also on a side note, I've been debating upgrading my CPU and Motherboard to get an i5-6600K Skylake as I've been thinking my CPU is the problem, plus I'm wanting to record while streaming at times as well.

The issue you'd need to factor in is that the R9 series of cards tend to work better when you tax them at least at 1080p resolution. Anything lower and the card seems to output badly/stutter. One other thing to note is that the CPU you have is a far lower step below what any average R9-390X user would have.

Trying to ask your system to stream and play games at the same time is too much to ask for your system. I'd say you're in for a hefty investment to rid you of this issue. You could go with an AMD AM3+ 8000 series processor but the bottleneck would be apparent or you're going to be dumping a lot of heat into the chassis.

Last note on the matter, make sure you drivers(both chipset and GPU) are up to date. Follow this guide for installing GPU drivers and make sure your BIOS is up to date. I'd also ask you to pass on your ram specs since you may be able to go for an overclock above 1600MHz.
