Ok, so I got a mini golf game off of steam just to try it out. New build by the way. I forgot to increase my gpu fan speed. At one point, only like 10 minutes of playing, I realize the fan temp coming out felt a little hot, so I closed my program and checked the temp. It was at 86c. My gpu is a radeon 380. I immidetly increased it to 100% and it went down to about 45c. I then put it back down to 20%. Using the program called speed fan btw. Normally when I have it at 20% it stays around 20c. Now it is around 45c at 20%. I am worried I might have damaged something. I opened the pc up to take a look but nothing was in the way of the fans or anything. Since the gpu is covered on both sides, I went ahead and felt the gpu and it felt a little hot. Help, what should I do?

Solution
Every GPU manufacturer has some utility to control card and it's fan. MSI Overdrive for instance, you can set cooling curve so it follows it's temperatures so it runs slower when not hot and faster as it needs.

Well I was watching a video on Netflix while it was on idle and did not know that video watching can cause gpu temps to rise. So I did some researching for about 2 minutes and paused the video and immediately it started to go down to the normal 30c range I am use to seeing. So I think it is fine now but thanks.
