1) You'll need a 970 or better for ultra settings, and likely even for high
2) You need a good PSU, not some no-name one like you listed. Get a EVGA G2 or XFX TS Gold/Seasonic Gold 550W unit
3) Avoid the H110 unless you know what you are doing and already have ~16GB ram. The B150 and H170 are not much more and support 4x DIMM rather than just 2x

Though I'm not the best guy to answer a question like this, I can try ;)
From what I've seen on multiple YouTube videos, a GTX 950 is enough to play Overwatch on High (maybe even Ultra) at a nice and stable 60 fps. I recommend that, if you have the money to, you should spend the extra $20-40 on a GTX 960. PCPartPicker has some good deals.
