2nd brand new motherboard won't post

I attempted to RMA that motherboard, however in the process I accidentally broke the pins on the motherboard by inserting the cpu socket cover in the wrong direction. I'm not even going to bother to send that board in because I know that they will ask me to pay for the repair as it is physical damage.

So I decided to purchase another board, this time from Gigabyte:

The GA-Z170M-D3H. I just installed it and similar to the previous motherboard issue I had, this one will not post. The difference here is that this one is rebooting constantly once you press the power button.

At this stage, I realize that it is probably me that's the problem, and not the parts. But I need to know what it is that i'm doing wrong. My biggest concern outside of user error is that it has to do with the CPU, PSU or GPU. Those are the constants here. I have a warranty on the CPU and GPU, so I should be covered there in case those parts are defective.

Looking to the user error side of things, could it have to do with my installation of the CPU cooler? Is it too tight? Too loose? Too much paste?

Do I have too many things plugged into my powersupply? Is my motherboard screwed in incorrectly? (I am using a smaller board this time, mAtx instead of ATX.

What is it that I am doing wrong?

Solution
Try leaving only CPU and CPU fan installed, both 24 and 4/8 pin power cables connected. No other wires or components.
Start the board by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power button. See if still restarting.

This was actually one of the issues that I was having. My previous MB made a "click" sound when I inserted the RAM, even though I had to use a lot of force. This one does not click in when I use a lot of force, the little cover thing on the top moves a little and looks like its locked, but I have to physically lock it in.

No matter how much force I use it doesn't seem to click into place using force. I will try this again in the morning and see what happens.

EDIT: Nvm, just tried it, forced it in and the same issue results
