The shielding is used to prevent interference it is not a security mechanism. If someone has access to the cable and they really wanted to they can tap the data stream pretty much no matter what you do. Governments have tapped undersea fiber.

Pretty much you should always assume that your data can be intercepted and if it is important make sure you run encrypted protocols like https then it does not matter if someone would get access to the data stream.
