Is this correct? framerate comparison

Im running CS:GO at 1080p lowest possible graphic settings and im noticing im getting exactly framerate as others running the game on very high settings.FPS average is from 100-170 frames.

Is this because higher settings only utilize more video memory and dont exactly effect framerate? is this some weird routing effect of gpus?.Videos i have checked out dont exactly have the same CPU as me,they were running FX-6300s and Corei3s.Also my Screen is not that good at all,could it be the reason?.I have to resize my screen so it displays properly.TV is running at 1080p 1920x1080 but because of the resize to fit screen its running a custom resolution a bit lower than what TV says its displaying.Could this be effecting performance?.Also my TV says its suppose to have a max resolution of 1366x768 but its somehow running 1920x1080.

Using Performance settings on gpu driver settings and using latest nvidia drivers as of may 2016

First, your screen is accepting a 1080p signal, but it will only display 720p. Run the game at 720p and you'll see a big bump in FPS.

Second, your screen runs at 60hz. Change your settings until you're at 60fps or around there. Running 100fps in game won't do anything when your screen is locked to 60.
