GPU fan suddenly coming to a hard stop after spinning wonkey.

GPU: XFX Radeon R9 280X.

Anyone know whats going on? As you can see the fan spins flat but then starts to get wonkey until it's comes to a hard stop. Anyone dealt with anything like this before? The card is no more than 2 years old. I unscrewed the fan but couldn't see anything, I even tried to force this cover thing off to see the bearing, but it wouldn't budge. Is it safe to really force it?

The card alternates between 2000/3000 RPM and spinning at a very slow speed. What to do?

Normally there is a sticker on the fan but I cant tell in the video. If there is remove it. Under it...


Normally there is a sticker on the fan but I cant tell in the video. If there is remove it. Under it the sticker is normally some type of retention ring like a split ring. You need to remove that then you can pull the fan off. Oil the fan and see if that fixes the issue. When it stops its just because it got out of balance to much and the circuit waits a bit to try to apply power again. If oiling the fan doesn't fix it I would go for a fan replacement.
