Windows 8 x64 PC wont install a generic driver for my bluetooth usb device

When I go to device manager to manually update the driver it says that the best driver has already been installed please exlapin/help.

Uninstall the device from the device manager. Go to the manufacturer's website, download and install the driver. Then connect the USB hardware device. With the updated and correct driver installed, it should recognize your hardware when connected.
