Reboot and Select proper Boot device, New Build

Just built my first PC, and when I go to my BIOS I select my USB (which is formatted to boot up a windows 8 installer) as the first in the boot order and my hard drive as second. But when I run this it still gives me this error! What should I do? This is driving me crazy!

My Specs:
MB: GIGABYTE GA-B85M-DS3H-A LGA 1150 Intel B85 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard

CPU: Intel G3258 4 Pentium 3.20 GHz 3M Cache 2 Core Processor

GPU: ZOTAC GeForce GTX 750Ti 2GB GDDR5 PCI Express 3.0 DVI HDMI DisplayPort Video Graphics Card

8 gigs of RAM

430 Watt Power Supply

1tb HDD

It doesn't say anything about making BOOT disk, it likely just unpacked ISO to it and that's not enough to boot. Try https://rufus.akeo.ie/ it makes good BOOT disk/USB and is compatible with UEFI.

Well I'm really new to all of this so I'm going to take some pictures. It says Storage Boot Option Control is Legacy Only.

I had a Windows 8.1 ISO and I used Etcher (Etcher.io) to turn it into a bootable USB.
