Challenge.. why is my awesome new build acting like junk?

Processor: Intel core i7 5820K CPU @3.30 GHz
RAM: 16GB (2x8GB) DDR4 2400MHz
Windows 7 Pro 64-bit
SSD: 250GB
HDD: 2TB

Motherboard: ASUS X99-PRO

I recently built this PC. It is supposed to be a super gaming and media editing PC, but it doesn't seem to be able to handle much at all.

I produce music in Ableton Live 9 and it seemed pretty quick, then I actually started doing things and it shows it's true colours. It's so much slower than my macbook pro that I've used until now and that was a mere laptop from 2012- it REALLY shouldn't be that my old laptop is quicker than my brand new build. It's a really good rig as far as I or anyone I've spoken to is aware.

Nobody online or anywhere seems to know whats up with it. I built it with a friend a few weeks ago and since day one it's had consistent problems.

List of problems:
- Screen tearing on anything I do. (I've tried v-sync, and a different monitor)
- Laggy display: things are not smooth to look at. YouTube videos jitter and tear. Windows don't disappear when minimizing or closing, they sort of 'wipe' down.
- Music software and other software are underperforming. Extremely slow loading times, laggy response and jittery graphics. In ableton there's a bar that moves along the screen to show you where you're at in a track, and this bar stutters along rather than just moving across smoothly. It's the opposite of smooth when I scroll up and down or zoom in and out. Similar things are true in other programs.
- Opening and closing windows and things just has a weak feel to it, as if my PC struggles just to open up 'Documents'.
- PC keeps freezing during startup. Often on the windows 7 logo.
- *new problem* I can't seem to run installation applications- I had uninstalled my antivirus software to see if that was the problem, I now can't reinstall it. The installation app won't run.
- Tried to record my gameplay in Rocket league (which runs okay actually, games seem to be fine) but as soon as I pressed record on fraps, the framerate dropped to like 12 fps.

This is driving me nuts and I spent a lot of money on this. I was using Windows 10 but had even more issues with that, so I downgraded to 7 pro. I just have NO idea what is wrong.

Solution
I was going to suggest clean installation of W10 and careful choice of drivers. No other AV that Defender, it's good enough but less restricting. Your PSU is not the best selection either.

I would really start by trying a better psu. Even lower end video cards can't run with a 600w psu. And check your bios to make sure there isn't something lagging it down like the dram being set down to 1333. Or like in my case cpu protection was on which slowed every core down to 1400mhz.
