Everything stuttering on Windows 10 (R9 290x)

Hey guys,
I believe my graphics card is causing stuttering on windows 10, and i have reason to believe it is somewhat software related as well. The problem started ever since i installed windows 10, yet for unknown reasons has fixed randomly and then started up again. It appears that my framerate never dips below 60 as my card never reaches it's full 1030 mhz, yet it still looks choppy and laggy almost always even on desktop. My card also isn't throttling as it peaks at 40c under load (watercooling). Something that eliminated the problem in the past was upgrading drivers from a stuttering broken driver to the newest amd driver at the time which completely fixed the problem. What caused the problem again was an attempt to do a slight overclock (+10mhz +10 mem). It was just a small first step which i was using to eventually get a larger overclock. As soon as i applied these settings the stuttering came back. I have been stuck in stuttering ever since. So far I have tried using display driver uninstaller, the amd driver uninstaller, Ccleaner regfix, going back to the driver that previously worked (Crimson 15.12), going back to catalyst 15.1.1 beta, disabling power saving features in bios, switching pci e slots, switching power delivery cables on my modular PSU, trying a program called "clockblocker", trying Windows system timer, disabling all privacy settings in windows, switching hard drives (cloning then switching drive letter), upgrading bios, resetting my overclock on my cpu (fx-6300@4.3ghz 1.33v). I also found that raising the power limit on my GPU and raising the voltage made it run somewhat smoother. I should also mention that i know for a fact it is not a CPU bottleneck, as when it was working it never stuttered at all. It is also not a temp problem as I am watercooled on both my cpu and gpu. Is there perhaps something that affects the card on windows that all the uninstall programs don't remove? Like maybe something was corrupted by an overclock and is yet to be fixed within my system?

I know this is a loaded question but I appreciate any help I can get with this issue, it's simply frustrated spending so much on a card and having it not work correctly. I just hope my card isn't broken. I am also providing a list of my specs for reference. Thanks guys. (I apologize for any formatting errors)

Alright. I fixed the problem by completely resetting and doing a fresh install of windows. I'll keep you posted to see if it returns, but this seemed to fix it for the time being.

Please do try doing a clean install of the graphics card driver.
- Go to Device Manager and uninstall the AMD graphics driver.
- Next is to open Programs and Features then uninstall anything related to AMD.
- Once completely uninstalled, download and install the latest driver.
- Here's the link: http://support.amd.com/en-us/download
- Reboot the PC once the latest driver has been installed and set it to High Performance.

This didn't seem to help. As I said, even completely uninstalling the graphics drivers and reinstalling the most recent driver doesn't seem to help for some odd reason. I have even gone further than what you specified in the past and have used the complete uninstall utility found on the AMD website, and the 3DGuru Display Driver Uninstaller. However, thanks for trying.
