8GB of Kingston ddr4 ram in dual channel.
Samsung 850 Evo ssd
I5 6600k
gtx 970

I just got the game Cities : Skylines, and I noticed it is a real RAM consumer. I installed a couple of mods for it. Now everytime I try to load the game it crashes and the windows ''you are running low on memory'' warning appears everytime. I opened task manager and Cities : Skylines to see if it was using all 8GB of ram, but crashed everytime when my RAM reached about 5.3 or 5.2 GB. Sometimes even my gpu drivers crashed.

I don't understand what's wrong becouse my friend has the excatly same RAM and game and he can reach RAM usage of 7GB no problem in game.

Solution
go into Samsung Magician (I'm assuming you have it installed due you ur hard drive), click on os optimization and select "maximum Performance" and then apply. reboot your computer and then see if your issue still exist. "maximum capacity and maximum reliability" force the swap file to be small and could cause issues if you don't have a lot of ram to run your programs. 8gb can easly be filled up with skylines

Thanks! It was set to ''maximum capacity'' and after changing to ''maximum performance'' my problem is gone.
