Delidding can help in some situations but it's risky. It voids the warranty and many people have killed their cpu's doing it. Not to say some people haven't had success but I wouldn't call delidding 'safe'. I would consider it more of an experiment to see if the cpu still works afterward and understand that it's a bit of a gamble. If it goes wrong plan on buying another cpu to replace it.
on youtube guy delided 6950x ))
decreased temp by 6 c
its a lot for just changing thermal paste
mine 5820k on 4.6 goes 86c in 2 minutes
I think it will work for me even better than with 6950x
I saw 3950k 20 - 25 c difference after changing thermal paste inside cpu
its risky if you do that separation with kitchen knife I think , but with delided tool its less risky maybe ))
maybe I dont know , thanks for response
