Conflicted on what Graphics Card I want to upgrade to:

I own an R9 270 currently and it runs most things on high-ultra pretty decently.
I was thinking of upgrading to an NVIDIA card the next time I had money, I also have an ASUS VG248QE Monitor coming in soon.
My friends are telling me to wait for the GTX 1080 to come out, but I'm not sure if it'll be in my budget range, should I upgrade to a 960 or 970 or just wait until I can afford a GTX 1080? Or am I waiting for a new AMD card that will be cheap but blow games out of the water?

The AMD RX 480 is coming out soon. It'll have performance comparable to a GTX 970 at 1/3 the price of a GTX 1080.
Believe it or not if you got the 1080 your processor would be the bottleneck in your system. A 1070 would be a better choice.

It's really a question of your budget. I like to look for the cards that offer the most performance per dollar. The 1080 will have the best performance, but it's way out of my budget range. The AMD RX 400 series cards are coming out in about a month and they should be very good budget cards. The R 480 is supposed to have the performance of a GTX 970 for $200.
If you are happy with your current card, there is really no reason to waste a bunch of money on having the best. The GTX 960 and 970 are both good, but I think if you will wait, prices will drop quite a bit. Set your budget first and then look for the best card that fits your budget.
