Overclock Settings Not Applying

The overclock settings for my Asus Rog Maximus VIII Hero motherboard are not applying when i leave the BIOS, i return to the OS and there are no changes to the clock speed or the voltages that i made in the bios and i saved changes and exit when i clicked out of the BIOS. Here is the overclocking Video that i was trying to follow in order to overclock on the new motherboard as well as the I7-6700k.

Now the voltage is correct to what i set it to in the BIOS but it the frequency of the CPU does not translate from the BIOS and what i set it at to the OS and what it is running at so everytime that i go to overclock it it is just overvoltaging the CPU at stock frequencies.

So i flashed the BIOS and now i am able to overclock the CPU and have control over the settings as well as this motherboard does overclock better than the last motherboard that i have still. I am currently able to boot to 4.6Ghz at 1.275V which was un-heard of for the other motherboard so i am not sure what happened to that motherboard but whatever happend it was not working so i am going to go for gold and see what type of overclocks i am able to get without pushing the voltage too too high.

One problem that i am having is that the Vcore i set in the BIOS to 1.34V and now HWinfo is saying that the vcore is jumping all the way up to 1.4V and that i am drawing about 118W total peak
