Help choose cpu/gpu for rendering videos and watchin 4K videos please

Hey all. My buddy is in need of a new computer. I am trying to help him out as much as I can. I'M hoping to get some help and feed back from y'all. He's looking for a computer mainly for editing/rendering videos and watching videos at 4K. I am assuming he wants to render videos at 4K also.

I seemed to narrowed it down to the I7-5820k or an Intel Xeon Processor E3-1231V3B(researched this on another thread). Which is better? Or if anything, can you suggest something else around that price point?

GPU - Seems like gpu isn't REALLY needed it. At least not a super high end one. Will a used gtx 770 work or a 970? Some more knowledge on this would be helpful!

Other stuff which I think he'll get:
asus x99 motherboard (hoping to find a cheaper mb, this is $194)
16gb ram
212 evo cooler
ssd 250gb
1tb hdd
750w psu

I usually default to the i7 over a Xeon for graphical applications of any kind. The Xeon is optimized for server computing. Also, that i7 has more cores and uses DDR4.
The GPU you need will depend on the editing programs that will be used. Adobe Premier uses a fair bit of GPU, but a GTX 770 would handle it well. It never hurts to get the GTX 970 though if it's in budget.

I will prefer a i7 instead of xeon and for the graphics card your friend should for Amd r9 380x or 390 and if budget is low so go for 290x i really prefer Amd cards over nvidia
