Am I bottlenecking?

I'd like your guys input on whether or not my computer is bottlenecking, as the performance is not what I'd like at the moment.

Specs:
CPU: Intel i7 I7-4790 3.6GHZ (with a be quiet! Shadow Rock Slim heat sink)
Ram: G.Skill Ripjaw 16GB (4x4)
Motherboard: MSI Z97 Gaming 3
GPU: MSI AMD R9 390x
HD: Samsung 850 EVO Series 250gb (With 3 other HD's for storage)
PSU: A 4-5 year old Corsair 750W
Monitor: BenQ XL2730Z (2560x1440)
Windows 7 Home Premium 64bit

Running games like Battlefield 4 and The Witcher 3 at ultra settings(2560x1440 with Freesync on) I'm not getting the kinda FPS I would have hoped. My FPS can dip as low as 20 during fire-fights in BF4, and fluctuates around 50-70 the rest of the time) My GPU temps also shoot up to about 90-100 Celsius at those times(when not gaming it sits around 50-60 Celsius).

Should I look into possibly upgrading my CPU? Better cooling overall? Or should I just not expect really great FPS with my system on ultra settings for the latest gen of games.

My GPU is brand new, there's no dust issue there.
