blue thing goes under %50 at resource monitor and i am getting fps drops

Hello. Its been 3 years i've been using this computer. and it works really well. i am playing overwatch mostly. at ultra settings i am getting 140 fps and at the resource monitor the blue line is at %100-%90 at the cpu-total graphics. i am getting fps drop spikes after i play 15-20 minutes the game. i have amd fx 8320 i5 3.5 ghz cpu but it is not a heat problem.i am getting 65C-73C usually
and i just cleaned the computer case and bought new thermal paste.
i am going to keep it short and simple : I start playing the game first 10 minute looks good with 140 fps. then it starts to drop 40 fps max in every 2 minutes for 50 seconds when the fps spikes are happening the blue line at resource monitor's(cpu total) it drops to %50 for 10 seconds:(
anyway that i can fix that? thanks a lot

CPU is overheating 100% for sure you got to cure the obvious problem before you can find another.

^^^^^^ Upgrade your CPU cooler it starts to throttle at 70C and those temps are not good for a AMD processor.
Could also be the motherboard is overheating because of the 125Watt power draw of the processor you never listed the motherboard.
 
If the thermal margins are 10°C or higher when using AMD Overdrive to monitor the CPU, then you don't have a CPU cooling issue. If you see the margins quickly dropping below 0°C and the CPU frequency at 1.4 GHz, then the VRM on the motherboard may be overheating. I can't be sure because you didn't provide an AOD screen when the issue occurs or the motherboard make and model.

I found out why, and i fixed the problem i was running my cpu at %100 i saw that i was getting low fps because cpu was at 80 degrees. I slowed the cpu from windows option from high performance to medium and max cpu at 80. I also put my pc case out to balcony i am getting 50-60 degrees . Problem is gone thanks a lot :)
