Looking for input to fix a few issues.

As the title says I am looking for some assistance to fix a few issues that I am currently experiencing with my PC.

First I will start with my specs.

i7 950@3.07ghz
Asus Sabertooth x58 motherboard
Dual GTX 460 graphics, sli format
6 gb of ram
700 W power system
Corsair liquid cooling
2 in-case fans
Asus VE247 monitor

Now on to my issues:

Currently when I start playing Overwatch (or most other high end games) I am experiencing low FPS and high core temps.

By low fps I can get anywhere from 50-60 frames during the pregame screens, when it comes down to actual game play I hover around 20-30 frames with it dropping as low as 12-15 at times.

I have run through several different configurations on the settings, researched what settings will impact the frames. I have updated all drivers to their newest available updates. Even with all of this I still pull the same amount of frames.

Second is the issue of temperature. With most games, but more so Overwatch (or other visually intense games) I can feel a significant rise in core temp. Through the ingame stats of Overwatch I register between 68-72 C for my temps. Through Realtemp, speedfan, and similar programs it is currently around 72-76 C for temps. Even when I idle, the temps still hover around the same range, often times turning my room in to quite the sauna.

I had a previous issue with the original liquid cooling system failing, which was replaced by a computer tech. The original LCS had tubes about nickle size in diameter. My current Corsair LCS has tubes about dime size in diameter. Unsure if this will make an difference in cooling performance.

So what I am seeking is some help as to what may allow me to increase my frames (currently looking into purchasing a GTX 1070 when they are released). As well as what can be done to lower my temperatures? For instance, will replacing the cooling system be wise.

I'd first make sure the pump is plugged in properly, and if so, that suggests to me it's time to replace it. I recommend an air cooler, such as the Coolermaster Hyper212 EVO, or Cryorig H7.
There are a few possibilities:

You need to determine if your CPU is throttling or not. Watch your core clockspeed with CPU-Z and make sure it isn't dropping when you're gaming, that's an indication of throttling. It's very possible your liquid cooler has failed again, which is why I don't recommend them to people - they're no more effective than an air cooler, and more prone to having problems. Idle temps in the 70's are a strong indication that something is wrong with your cooler.

Otherwise, it could be a problem with SLI. Many games are not compatible with it, and will actually show decreased framerates with SLI enabled. If your CPU is not throttling, try disabling SLI and see if performance improves.

So i went ahead and got CPU-Z. When I run it with overwatch going my cpu speed is dropping to 1603 mhz
