I5 4590 To I7 4790k Or 970 To 1070

I have some money and I don't know which upgrade would help performance, an I5 4590 To I7 4790k Or 970 To 1070. I play star citizen, gta 5, cities skylines, fallout 4 etc... and most times my CPU is locked at 90-100%, but on star citizen and fallout same thing with my GPU. Any Input would be appreciated.

What do you want? Higher fps or higher detail? If your CPU is running 90-100% already you won't get much improvement in fps by upgrading your gpu as you will be CPU bound but if you want to turn up the detail but play at similar fps the a new gpu would do that
