Windows 10 having issues unloading RAM?

I have 16 GB of some fairly fast (2133 MHz DDR3) RAM in my gaming rig which should be more than enough. But it seems that if i don't restart my computer at least once every 2 or 3 days, I'll somehow end up maxing out my RAM and locking up my computer.

No matter how many programs and processes i close (even though the most ill have open at one time is chrome, iTunes, and maybe a game), after a couple days my RAM will be up to ~15GB and the only way to empty it is to restart my machine.

Any ideas why or how to stop it?

As you use the rig it will store lots odf data in DRAM in the event you will want it again - good example is web pages, so it doesn't have to down load them from the net again...as you do new things it should simply drop the stored data to make room for whatever new you are doing - an option if you just don't like it is a memory optimizer that will clean the data out, more on those here:
