Motherboard, PSU, or CPU problem

I have had a problem with my computer in that it shuts down unexpectedly. Event viewer message is something like kernel power 41. I have tested both of my ram sticks, I have monitored temperature and everything is normal. I even replaced my thermal paste on my cpu. My problem got progressively worse and my computer won't stay on for more than 1 min or 2. I have already replaced my psu with a new corsair cx 750W psu but the problem is the same. I have tried the paper clip test and my psu powers up. As of now I have only plugged in power to my cpu and its fan or hsf. I hear no beep error, there should be 3 beeps for memory failure. Not sure what my next step is. Or what the lack of beep means. I followed this thread (http://www.tomshardware.com/forum/289442-30-motherboard) but I'm not sure if my psu is problem as I have only had the psu for 40ish days. Here are my computer specs sorry if I can't give to much information as I can not log into my computer. Thanks for the help!

Radeon R9 270x saphire edition
Corsair CX 750
Motherboard MS-7641 Ver 4.0
8ggb ddr 3 ram (2 sticks of 4)

I am following the steps in the guide provided and I currently have taken out my graphics card. The only thing I have plugged into my motherboard is the 24pin power and the 4/8pin connecter, along with the cpu fan. My computer is not powering on and there seems to be now power to the motherboard. Does this mean its a psu problem or a motherboard problem?

I just tried plugging in my old psu EVGA 500W and the motherboard wouldnt power on either.

Not 100% sure what you mean by short the power pins on the mobo but I tried the paperclip test on both psu and they power on. When I plug into my motherboard and flip the switch on the physical psu I don't see anything to indicate that the motherboard is receiving power.

Yep you are right once I short the pins my motherboard my psu fans powers on and my cpu fan is powered but spinning a little slow, not sure if thats normal or not but at least the motherboard has power now.There are 3 beeps on the startup meaning there is a memory problem which makes sense cause no ram is plugged in. After like 2 min the power shutoff and both my psu fan and cpu fan turned off. Not sure if this leaves me with a psu problem or motherboard? I also turned the motherboard back on and it has stayed powered for 7-10 min.

I will start adding ram and eventually my gpu but should I be worried about the shutdown with only my motherboard plugged in. How long should I let the motherboard and psu run while trying to test ram and graphics card, 10 15 or 30min?
