Unable to Port Forward on NetGear N6250

Help! I've been trying to port forward a gaming server (port 27015) with no luck. After wasting my time calling NetGear, I've gotten nowhere. I've gone through all normal processes with port forwarding, created a custom service with the correct IP and ports and this didn't work. I then went in and modified settings like setting my WAN NAT filtering to open and I disabled windows firewall. Any suggestions?

hardware:
pc running windows 10
Netgear N6250
Scientific Atlantic Modem (from Time Warner)
and Time Warner internet.
 
Solution
You may need to port forward on the modem to your router, this will at least tell you if it's the modem causing the conflict.

Some modems may be blocking ports, you will need to spend some time checking settings there, best would be to enable pass-through (bridge mode) so that nothing is being blocked, and your router becomes the actual firewall. The WAN-NAT filter may not be enough.

Check google for settings on your actual model number modem regarding bridge mode.
