Win7 Black screen with cursor on boot up before login

Hello, I recently turned on my PC to find a black screen with only the mouse cursor before login. I have a custom built PC, however, I am not a tech-savy type person what so ever. I have tried all the start up options prior to this error all of which have had no luck and have all resulted in the black screen. The options i'm talking about are the startup in safe mode/command promt etc. All of which lead back to the black screen.

I have looked on various websites on what I should do to sort out the problem, some of which recommended reseting the CMOS, which I have done. My motherboard is a ASUS Ranger VII if this is any help?

I understand my explanation of this issue probably doesn't help, but if someone would be kind enough to reply I will do my best to explain it better!

ok...so the computer starts and u r able to navigate to the booting menu...thats gud news...all ur hardwares are working properly...
sems like ur windows boot files have corrupted...more specifically winload.exe or mayb bcd...
u can put in the windows startup repair disc via installation disc and let it repair...but u might have to reinstall windows...
