New PC Running very slow all of the sudden. GPU Not hitting clock speed

Build

CPU: i5-4460
MoBo: AsRock h97
SSD: Samsung Evo
GPU: MSI 390
Windows 10 OS

So for the past couple months my build has been running fine. But about a week or two ago it started to slow down and now it's so slow it feels no different than the 4 year old laptop I replaced with it.
Chrome is being super slow when browsing and randomly giving me "network not responding errors" despite the rest of my devices working fine. Also gaming frame rates have dropped in half.
Temps on GPU at idle are about 40c. Temps when gaming rarely get over 70c. Temps on CPU: Idle 38c Running programs 45c.
When I am gaming my Core clocks are only getting up to 1000 but often drop to the 500's and fluctuate a lot. My GPU is over clocked to 1100mhz. According to MSI Afterbruner my CPU usage is constantly near 100% when gaming and when just browsing the web it fluctuates between 50% and 100%. But if I look at the task manager it say its only at 10%-30% during gaming and normal usage. GPU drive is Crimson 16.3.2
I have run malware bytes and Avira so far to see if I somehow got some virus or something but those turned up nothing. I don't know what else to do.

Maybe the first and one of the easier steps to follow would be reinstalling your windows OS Seems to me like a software sided issue but yeah could be some faulty hardware too. What is your PSU make and model? how much RAM do you have? do you use background software during gaming? (like screen recording app etc)

Will backup everything and try that. PSU is EVGA B2 700w. I have 8gb of ddr3 1600 ram and no background apps for gaming.
