Hello,

To put this briefly, I'm, looking for the bare minimum system, both in size and cost, that will accommodate two 780 Ti's without bottlenecking. If anyone has some advice I'd appreciate it. Thanks.

This is the bare minimum, although I'd suggest an i5-6500 and 16GB of RAM.
You can probably get a cheaper, worse PSU, but I don't recommend it.

Another question. What kind of SSD would I need for this if I wanted that instead of a HDD? I see it has M.2 but I don't really understand how that differs from SATA III and whatnot.
