When I turn on my pc my evga gtx 960 fans start spinning for about 15 seconds then stop.

As I said in my title, they just stop. I get nothing on my screen either. I've tried multiple things to see what the problem is. I will list them below

1. Unplugged gpu and plugged back in.
2. Used different PSU
3. Used different pci-e slot
4. Used different 8 pin power connector
5. unplugged ram and tried different ram slots
6. Made sure 4 pin cpu power cable was plugged in.
7. Reset cmos
8. Took out cpu and placed it back in ( I was extra careful with this step)
9. Took motherboard out of case to make sure it wasn't shorting itself
10. Put together all essential parts outside of case on top of motherboard case

I've tried all of these and yet my video card still has the same problem. The fans run for about 10-15 seconds normally then slow down and come to a complete stop. All my other case fans and my cpu fan are running normally. Do you think my video card is dead? Will I need to RMA it or do you think it's another issue? I will now list my parts below.

Parts-
Motherboard: BIOSTAR TA970 Ver. 5.3 AM3+
CPU: AMD FX-8350
GPU: Evga GTX 960 2GB SSC
RAM: G.SKILL TridentX Series 8GB (2 x 4GB)
SSD: Samsung 850 PRO 256GB
CPU cooler: CORSAIR Hydro Series H55 Quiet Edition
PSU: CORSAIR CX series CX600M 600W

If its doing that, you get no video, and your motherboard is not giving you any beeps, its very likely your GPU failed.

It may depends of the model but I got this " Important Notice " when I bought my EVGA GTX960 SSC :

The fans on this EVGA GeForce GTX 900 series ACX 2.0 graphics card will not turn on until they are needed to cool the card (60C-65C) . If you wish to manually set a custom fan profile , please download EVGA PrecisionX at http://www.evga.com/precision

Thats a good point, my wife's EVGA GTX 950 the fan don't run at all unless gaming.

That said he still has no display as well. I've assumed this build was running before and now is not.

Yes true I totally forgot he gets nothings on his screen so this doesn't help !!

It was running fine up until yesterday. I sadly don't have a spare gpu to test, so I went ahead and RMA'd it. I'll update in a weeks time when my new 960 comes in.

Have you tried to put your card underload an check if they spin? I have the same card and when there is no load the card fans don't spin, also you can download EVGA Precision and it will let you set the fan profile to a more aggresive one.

I'm not getting anything on my screen, so I cannot do anything to put load on the card. I went ahead and rma'd it. We'll see if it was a faulty gpu when my new one comes in.
