cpu 100% load 20% power consumption

Hello I have an i5-4440 cpu and a gigabyte H81M-DS2 mobo and I can't undestand why when my cpy is on load the power consumption isn't even close to the power that it can drow.I was wondering if it is cause of my mobo which have 4-pin connector for the cpu instead of 8-pin.I have and a screenshot so u can understand what i am talking about. http://prntscr.com/bcu500

I may be reading this wrong but I think that's a Windows thing. Window's would run a task called 'idle.exe' which would appear to be using all the CPU but yet it was actually doing nothing. Maybe they removed that? Not too sure.

My cpu is on 80%+ load only when i am gamming, so i don't think that is doing nothing when it's on load. What i am trying to say is that how it can be on load and run with only 20W when the cpu power consumption SHOULD peaks on 86W.
