New HDD not recognized in BIOS

So, I just built my first machine! Hooray! Yay! Contratulations!
Wait. The hard drive isn't working.
So I started out with two drives a 120GB SSD for OS and whatnots and a 2TB HDD for everything else. SSD works fine, OS is loaded boots in like five seconds, it's beautiful. Then there's the Hitachi.
I've tried everything:
Switched around all wires, swapped wires with the SSD, when BIOS came back up, the little one was recognized right away but still no HDD.
Tried different SATA ports, tried different power sockets on the PSU, no beans.
Took the dang thing out of my rig, stuck in in my brother's gamer. I used the cables that were in his very detected DVD drive and low and behold, the hard drive was not recognized.
Now I have listened closely and put my hand on it and held my breath and the thing definitely spins up, it's not like dead, so I don't know what to do.
Its 2016, I can't live off 120GB of storage!

Motherboard: Asrock FATAL1TY Z170 gaming-itx/ac
HDD: Hitachi Ultrastar HUA723020ALA641 2TB
SSD: ADATA Premier SP550

Unfortunately, given all the things you've tried, it seems that the drive is dead.
Also, it's highly unlikely to appear under Disk Management and Device Manager, if it is not recognized by BIOS.

Just RMA it if it is under warranty.

Oh yeah, sorry. I did that as well.
Disk Manager was no aid to me. Pretty sure it's BIOS takes precedence over OS, so if 1 doesn't see it, 2 definitely won't, ya know?
