Need some help upgrading my PC

Hello everyone
My current configuration is:
-AMD FX 4350 Quad Core Processor
-8 GB of RAM
-Radeon R9 280x Vapor-x
-ARCTIC Freezer XTREME Rev. 2
-PC Modular XFX ProSeries 750W ATX Power Supply
-asrock 970 pro3 r2.0

I mainly use this PC for gaming and i can run most games on "high" settings (not really 100% high, i need to tweak/disable some stuff most of the times); i'm talking of course about heavier games like The Witcher 3 for example. The problem is that most of the times i can't get 60 FPS, i can usually stay aroudn 40-50 with some big drops to 30 or even lower in the most crowded or caotic areas. Plus my CPU tends to get a bit warm (nothing dangerously high, 60-65° with the heaviest games i have).
Now, i'd like to upgrade my pc in order to run without problems even the most recent ones.
I'm very ignorant when it comes to configurations and pc building so i'd like some help on what to change.
I was thinking about changing the MotherBoard, the CPU and the GPU.
What do you think? And what components do you suggest?
I have a budget of 1000€ at max (if i can spend less while still getting the best performance i'd be pretty fine with it).
I don't have any preference between Nvidia or AMD as long as everything runs perfectly.

Edit: I forgot to mention that my Windows 7 license is bound to the Motherboard, do i have to buy a new windows key if i change MoBo?

Upgrading to the Skylake I5-6600k gives you the ability to overclock. Your current cooler should be compatible, just buy a tube of thermal paste. By upgrading to Skylake, you get a new mobo and ram (DDR4). I put in 16gb, you can save a bit by just getting 8gb. Most games these days need 6-8 gb. I plugged in the GTX 1070 at an estimate of 450 euros. Your psu is good, so if everything else (case, hdd...) are good, here's something close to your budget, that upgrades you to Windows 10.

Hello, start with the easy question first. Yes you will need a new OS key, and why not use Windows 10?

Not necessarily,if windows boots might it be enough to activate windows again,which can be done by looking under "system" found via the "control panel" and there probably will be the "windows is activated" line have become a link to reactivate windows again.Just follow the steps after clicking it.Make sure you have the windows key ready.
