confusion about RAM frquency

Hi everybody!

I have come to know the RAM works in a lower frequency than rated (say 50% efficiency).
So, if I use say 4266Mhz RAM on H170 mobo (cannot overclock - I think not needed one, in this case) with core i5 6500 (locked, memory spec - upto 2133MHz) cpu would the RAM function constantly at 2133MHz (assuming 50% efficiency)?

RAM should work at its rated frequency. The discrepancies show up when different ways of measuring/reporting the frequency are used. RAM is usually marketed according to its effective frequency. The "actual" frequency reported by some programs won't match this, but it doesn't matter. It has nothing to do with efficiency.
If you motherboard supports up to 2133MHz, that's the speed you should buy. If you buy faster, it will just downclock to 2133MHz. If the faster RAM is cheaper, than buy it. If it costs more, however, you would just be wasting that money.

Think there may be some confusion here. DRAM is rated (as advertised) by it's data rate i.e. 2133. This comes from being DDR (DOUBLE data rate), so if you buy say DDR4 that's advertised at 2133 it's true freq is 1066 (true freq (1066) x 2 = effective data rate (2133). Your mobo is rated to a data rate of 2133 so that would be best for the mobo. Buying 4266 would be throwing money away as you can't run it at it's spec/advertised data rate.

but the problem is still there, as my mobo spec is high enough (say 3200) but the processor sticks to 2133. in this case what should I do - go for higher frequency or stick to 2133?
