Weird USB drive issue?

So I am having a strange issue with an 8gb lexar usb drive. It seems even after formatting it several times only 49mb is available in the primary partition and I cannot select FAT32 as the file system I only have the choice of FAT, exFAT, and NTFS all of which leave me with only 49mb of usable storage. I linked some photos below its the d drive.

did you try cleaning the disk by diskpart?
sometimes the first partition is been removed and you have to clean the whole disk and make the partitions again:
1-CMD
2-diskpart
3-list disk - select disk #
4-clean
5-create partition primary
6-select partition 1
7-active
8-format fs=ntfs quick
