Having restart loop trouble with new MSI z170a Gaming M7 board.

Hello all,

Here is a little back story to this now new problem. I originally bought an Asus z170 Pro Gaming MOBO, I had trouble trying to install windows for 3 weeks + with every BSOD it could throw at me. I tried unplugging everything not needed to operate. I used multiple .iso files, 2 usb, 1 dvd to try Win 7 pro & Ultimate. Finally after tons of configurations and RMAing the RAM I got to the point where it would go to do first restart and then hang up there on the blue screen with mouse. So I finally got fed up and RMA'd the MOBO.

***This was my first time building a PC, and tried to do as much research as I could and watched a lot of youtube :D ***

Now I am using all the same hardware with this new MSI board.

Here are the current specs:
CPU - Intel i5 6600k
Mobo - MSI z170a Gaming M7
Ram - 2x8gb Corsair Vengeance LPX 2666mhz CMK16GX4M2A2666C16
PSU - 750w EVGA superNOVA G2 80+gold
Cooler - NZXT Kraken x61
Case - NZXT s340
No GPU is hooked up as I didn't buy one yet in hopes of a soon price drop.

Here is the problem. All it does is seem to be on a restart loop. I have it plugged in using HDMI cable to my tv. When I turn it on it goes through its codes of starting up, the screen will acknowledge that it is receiving power( I am assuming) by removing the "no input" message that floats.

Sometimes it will not remove it like it is not sending anything to the tv. I can make it to bios some times, when I get there either it will freeze on occasion or it will just restart again. I notice the keyboard is lit but the NumLock light will turn on and off every time I am going to assume it tries to restart. I can not figure out how to stop this. I did at 1 time get it to stop restarting, what I did was re-seat the CPU and RAM and left everything unplugged: SSD,HDD,Keyboard,Mouse,USB font panel connectors. And it stayed in the bios without restarting.

I then plugged in my ssd and forgot to plug the keyboard in, It tried to boot (again I am going to assume because it is first in boot ) off of the blank SSD. Now I am back at square one of the restart loop.

Things I have tried:
*Re-seat cpu 3 times
*Tried RAM in Dimm2 only, both sticks
*Pulled the battery out for 30-40 minutes
*Hit Clear Cmos Button
*Tried turning it off and back on again a lot
*Made sure all power connections are seated correctly
*Disconnect everything not needed to operate
*Used 2 different HDMI Cables on all ports of the MOBO/TV
*Reset TV settings
*Tried ECO mode on PSU
*Whiskey

Any help would be amazing right now, thanks!

1| You forgot to include the SSD/Boot drives and HDD's(if any) as well as your peripherals that rely on USB.

2| Were your DIMMS populated on slots 2 and 4? If the ram is populating the first slot(2) then the issue could be the ram itself and not your motherboard. Please run memtest86 for at least 10 passes per stick per slot to rule out the culprit.

3| While in BIOS see if you can manage to update your BIOS to the latest revision.

4| It'd be a good idea if you could borrow a discrete GPU(of lower specs) to simply try out if the HDMI on your motherboard's onboard output is wonky. Likewise you can also borrow a PSU of similar wattage and see if the system boots while breadboarded to rid the idea that you're...

5| Lastly, how have you connected the Keyboard and mouse to your motherboard? off of the USB2.0 ports or latter? The US3.1 Gen 2 ports are off the ASMedia controller which will require a driver to function optimally and often times lack BIOS support.
