For a GPU Under $50, should I buy new or used? Please Help!!

Looking to buy a gpu for my 2012 Dell Inspiron 570 (currently using on-board graphics). I only want to be able to play minecraft with a good fps, maybe a couple other non-demanding games, and watch hd youtube videos (I already can to some extent). I don't want to have to buy a new power supply that has all of the connections this Inspiron needs, so I am stuck with the 300w PSU it has in it. I talked to dell support, and they told me it would be perfectly fine to add a gpu with a tdp of 50w or less. Now, I don't know whether to buy a new gpu, or a used one.

Not really sure what I should be looking for? As long I am able to find one (I am okay with bidding) for under $50, and it DOES NOT require power from the power supply. It must be powered only from the pci-e slot, and tdp under 50w.

used, obviously. first, NO TAX, so right there your money is going further. second, older stuff drops in value quickly but performance is still good.

Solution
The GTX750Ti draws 60W and many people run them with the 300W PSU. If you can find one used it would be perfect. The PCIe 16x slot provides 75W. It's the fastest card w/o a PCIe power cable except for a few 75W GTX950s. If you look in my sig. you'll see that I'm obviously not going by what Dell says. It's up to you. But the 750Ti is a great card for what you're doing. It would be worth coughing up an extra $10 or so to get one.
