computer refuses to start properly??

hello

so, I have this custom built PC that I'm trying to restore to use as a home theater PC, the only problem is, every time I press the power button, it has a 25% chance of booting up properly.


whenever I press the power button, the fans and the power LED turn on. nothing else, the DVD drive has no power, the USB ports don't work, and the CPU isn't heating up, I noticed that the CPU fan doesn't run at full speed either, it runs at a slow speed during that period. I tried taking out the ram sticks and booting without them and there was no beeping. I'm pretty sure that was because of the motherboard not giving power to anything else.

the only way to get the computer to turn on is by repeatedly turning it on and off, when it successfully starts booting. the CPU fan speeds up and I can audibly hear it and then the PC POSTS.

here are the specs

PSU: bestec 288 watt taken from an old emachines (I think this might be the problem, I'm not sure)
mobo: biostar a880g+
CPU: AMD phenom II x4 B45
GPU: integrated AMD Radeon HD 4250
RAM: G.SKILL 4 GB DDR3
HDD: 600 GB SATA
OS: Ubuntu 16.04 LTS

it the power supply. those old low wattage units will die/pop if there ever used close to there max wattage. before it burns out your rig pick up a good 500-650w pc. look at the 550w sesonic units or the xfx units. you want a 550w unit to give you over head to put in a faster gpu latter on. without needing to replace the power supply.

i have another 300 watt bestec PSU from a newer-model compaq that i can use, ill try that tomorrow
