GPU core clock cut in half, need help

So for some reason my 2 week old GPU, the EVGA 980ti FTW, has just a core clock of 595 tonight. Yet, just the other day it was working fine and getting me about 30 more frames per second. I had heaven installed to benchamark and I was fooling around with OC but nothing crazy. The most I did was add 100 to the core.

I have uninstalled heaven because I thought maybe it bugged out my GPU, I went to play some overwatch and my game (drivers) crashed on me once per game (using the stable OC i found in heaven) it was then that I noticed something funky so i looked at the core clock and jeez what is with that being at 595. I will overclock the core with +100 and there will be no change shown. I dont think thermal throttling is the issue because the temp graph never shows the card going above 65C meanwhile I have gamed on it for hours at 81C with about a quarter of the OC i had on before (a very light +21 on core and +11 mem)

temps are all fine, like i mentioned in the OP my fans will be running at just 25 on auto and ill be getting 65C and itll say the GPU is at 100% even though the clock rate is so low. I will manually uninstall all my GPU drivers, hopefully that does something
