AMD Phenom II X4 965 running hot on idle

I downloaded Speccy to check my temps and noticed my CPU was running hot. 62c when not doing anything, and jumped to 70c when watching twitch. Pulled it out of the case and it was super stuck to the heatsink. Finally got it off and reapplied a small line of paste to the heatsink.

Now it's running a little cooler. 63c when watching twitch with a thermal margin of 7c.

Settings in BIOS were all on auto as far as I could tell.

I had a friend build my setup for me a while ago and don't know much about hardware. This temp seems high and I don't know why. Is it OK? Or what can I do to lower it?

63 celsius on idle is definitely not okay but... it's still better than 83 celsius ._.
Change thermal paste, change cooler and everything might be back to stable temps.
But don't worry about those "high" temps. They won't do anything.
I personally bought amd phenom II x4 965 BE few years ago and it's still working on my pc.
However, temps are not that stable as yours. Your thermal margin shows 7-9 Celsius mine shows... -15 Celsius ._.

Under heavy load (example playing gta5, or other cpu depending games) the...
So long as the thermal margin does not hit 0C you should be fine (I would say keep it at 5 or more).
What case do you have? You may need more fans for proper airflow, but more importantly the stock AMD cooler is trash, and you should look into replacing it.

It's got to be the stock cooler on there. I have a Cooler Master HAF 932 case, it's huge.

I've never checked the CPU temp before so can't be sure if this is a new thing.

I'll check into a better cooler for it. Thanks!

And now i'm considering about changing the thermal paste
