My budget is just around $1000. I'm trying to get the gtx 1070 due to the fact that the performance is said to be "the best."

Both the RX 480 and GTX 970 will be excellent price/perf.
The correct way to go about it is this:
1080p => RX 480
1440p => GTX 1070
4k => GTX 1080 SLI

You'll have to wait till teh end of teh month and get teh RX 480 instead of the GTX 1070.
