Can't play audio in background while im in an application

So, Ill do my best to explain my issue. Lets say im listening to a podcast or music on youtube, or podbean, I hear everything great! Then i open a game or an application like TeamSpeak for example after about 5 min whatever media i was listening to stops. I still hear the game fine! the media usually has a playback error of some sort, also i simply cannot make a call on skype while have a game open, if i do skype says "playback device error", those 2 issues are definitely related. When i close the application the media continues properly.

Things ive tried
-Updating audio drivers
-Unpluging and pluging back in speakers and headset
-Tried downloading RealTek HD Audio manager

If anyone has a solution to this it would be greatly appreciated.

The only thing bad in that build is the PSU, its a terrible PSU to have in a gaming rig.

No these would mostly be due to a driver issue. You may have to wipe all your drivers and start again, make a restore point mind.

CPU - i7 990x
Cooler - *I Forget the name*
Mobo - Sabertooth x58
GPU - GTX 980ti
RAM - 8gb *I Forget the brand name*
OS - Windows 7
PSU - Corsair CX 850m

My CPU is a bit old, but i wouldn't think that would affect anything, would it?
