Solution
I was reading THIS

*Also, Microsoft keeps adding things to UWP->
https://blogs.msdn.microsoft.com/directx/2016/05/10/unlocked-frame-rate-and-more-now-enabled-for-uwp/

**If possible, you might want to try using NVidia's Adaptive "HALF" VSync option (may not work for UWP):
a) start and close game
b) NVidia CP-> Manage 3D settings-> "add game" (game should be near top)-> find the "Half" Adaptive VSync option, enable and SAVE that

c) for 60Hz monitor that will lock to 30FPS, but disable VSYNC if you can't maintain 30FPS (you get screen tear then but not VSYNC related stuttering).

Summary:
I don't have the game, and the UWP and various recent changes...
Not sure, but have you dropped the settings to the LOWEST possible, with VSYNC OFF (to avoid stutter), to see if the game runs better?

Your CPU is just below the minimum spec and your GPU just above so don't expect high settings
"The minimum specs remain the same: i5-4460 or FX-6300, 8 GB of RAM, and a 2 GB GTX 760 or R7 260x. You'll also need to be running a 64-bit version of Windows 10."

Frankly, I'd consider putting the game aside for two months and play something else while they sort out some issues.

It seems to be very hungry for video and system memory.

i have the Config that you own but i only have i3 4160 @ 3.6 Ghz + 16 Go RAM 1600 Mhz Avexir Blitz Series + Gigabyte GTX 960 4Go + Win7 64 Ultimate.

= The Main issue with quantum Break is " Space Refelctions " this is the origin of fps drops and lags, just turn it " off "" and lock fps to 30 that's a lot better !!!

= Here my settings = Texture = Ultra , The Rest = Medium , Space Reflexions = Off , i get around 40 fps AVG !!!
