Dell Studio Xps 435mt wont boot unless cmos battery is taken out then put back in

Hello, I'm working on a friends computer and I just can't get it to boot normally. The only way I can get this PC to boot is to take out the CMOS battery and put it back in. Once it does start up I get a Cmos checksum error. It boots into windows just fine from then on but the problems start when I shut the computer down. After I shut the computer down and try to start it back up it won't start. The fans spin for a second then stop. It's not the CMOS battery because I just got a new one for it. I also tested the voltage and it read 3V. I have also reset the bios to default settings. I also updated the bios to the latest build. I don't know what to check next. PSU maybe? Any help would be appreciated.

Saved all the settings. Still won't boot after a shutdown.
 
Hello... 3) What is the MODEL # on the battery?
4) I would try a single stick of RAM or another set... in different positions.
5) re-flash the MB BIO's
6) unplug any CD/DVD, network card, and ?
7) Try a different PS.
8) it's possible the MB CMOS has a flaw from lightning/handling/PS/? and is un-repairable without a MB Chip replacement.

Just asked my friend, He told me his power went out one day and that's when it stopped working. I think it's the bad chipset then.
