I would like to keep it on a minimal budget and a small case.

Would the RX 480 be used in a build like this?

Approximate Purchase Date: e.g.: Within 2 weeks

Budget Range: I would like to keep it around 5-600 although I can go up to 1000. As I said I want the best bang for my buck. I don't want to pay an extra $100 for a 5%performance increase.

System Usage from Most to Least Important: Youtube, Surfing web, occasional gaming

Are you buying a monitor: Yes

Parts to Upgrade: Would like an entirely new build

Do you need to buy OS: No but should I use Windows 7 or 8?

Preferred Website(s) for Parts: Whichever is more economical

This is a quick example but something like:

i3-6100 (or i5-6500 if possible)
8GB DDR4 (2x4GB... preferably 16GB as 2x8GB 2666MHz CL15 kit)

suitable motherboard
RX-480 (after market, 8GB model such as Asus Strix when launched)

W10 Home 64-bit
case
power supply

1TB HDD or better
120/250GB SSD (optional, depending on budget)

monitor: 1920x1080 (roughly $140USD but big variety there)

*NOTE*
The AMD RX-480 is not yet available, however it's far too good a value to recommend anything else in the price range (also has lots of new features, uses less power). It's a pretty big deal.

Get another ASUS MX279H 27" monitor for $225 or so.

Windows 7 is way better than Win 8... If you are willing to spend $110 to buy a copy of Windows 10 on a USB then go for it. Remember USB...
 
as small a case as you can really go. Note the 960 is a place holder for a RX-480 which will around the same price but much, much better. No recommendation for a monitor.
