Problem Powering Up my PC

hello there, i am not sure if this is the most correct section for my problem, but i think it goes here.

so my problem is powering up my PC, when its off and i click the power key, either it will turn on, then turn off after 1-2 seconds, then turn back on after 7-8 seconds and i get to use my PC properly, OR in other cases, absolutely nothing happens whenever i click the power key, be it one time or 10. so in order to turn on the PC, i turn off/on the key on the PSU, turn on/off every 5 seconds until my PC can start properly. can be 2-3 times up to 20 or more !

when i first built my PC over a year ago, i had this problem:
whenever i totally disconnect my PC from power socket, and insert it again and click power key, it turns on for 1 second, then turns back off, then turns again on for 3-4 seconds then turns off another time, and then it turns on and goes to operating system. this problem was exist only when i detach my PC from power socket, so i gave it no attention and just wondering if the 2 problems are connected.
my rig is as follows:
PSU: seasonic silent snow 750W Platinum
MB: ASUS maximus vii hero
CPU: Intel i7 4790K
CPU FAN: Noctua DH 15
Video Card: gigabyte windforce gtx 970 OC - (3.5+0.5 GB)
RAM: 2x 8 GB G. Skill Ripjaws ( 1333 or 1600 MHz)
HDD: WD caviar black 1TB
SSD: Samsung 850 EVO 500gb
connected to:
monitor: Benq XL2420Z
Speakers: logitec 506

need help because i affraid that i'll end up frying everything with my continuous spamming for the PSU power on/off click in order to turn on my PC >.<

update:
i tried to power up my PC without some parts each time. the problematic part was my western digital hard drive.
now i am running my PC without a hard drive ( only using my 500gb SSD ) and with no problems at all.
